About Helena's dissertation:
Public policy shapes the world and how we move through it, from healthcare and education to transport, food and social care. Making well-reasoned policy decisions is therefore important. But it is also difficult. Before introducing a policy, policymakers need to anticipate what might happen if it is implemented; they need to consider not only whether it will achieve its intended goals, but also the many other consequences it could have, for different people, in different circumstances and at different times.
This thesis asks when policymakers have done this well enough to make responsible, informed, fair decisions. It investigates decision structuring: the process of working out what possibilities and consequences need to be considered when making a decision.
